Standards — what governs the work.
The standards plate is the bound copy of every NEC article, NFPA standard, OSHA rule, ANSI recommendation, IEEE practice, and AHJ amendment we cite across the issue. Read it like a glossary; reach for it when an inspector asks.
National Electrical Code (NFPA 70), 2023 edition
The NEC is the governing document for our work, adopted by the State of Tennessee with a published list of state-specific amendments and again by Metro Nashville with local amendments to certain articles. The 2023 edition is current as of this writing; the 2026 edition is in pre-print and will be adopted by Metro Codes on a schedule we’ll track in the next issue.
- Article 250 — Grounding & Bonding
- Governs the grounding system for every installation. Section 250.30 covers separately derived systems (including isolation transformers and paralleled generator banks); 250.97 covers bonding hubs for sensitive electronic equipment.[1]
- Article 445 — Generators
- Generator-specific requirements, including overcurrent protection and disconnecting means. The relevant sections for portable touring generators are 445.18 (disconnecting means) and 445.20 (GFCI for personnel on cord-and-plug-connected sets).
- Article 520 — Theaters, Audience Areas, Studios & Performance Areas
- Governs permanent and temporary wiring in performance spaces. Section 520.27 covers sound and lighting branch circuits; 520.44 covers stage cable; 520.53 covers portable switchboards (read: distros); 520.53(B) specifically covers Cam-Lok terminations.
- Article 525 — Carnivals, Circuses, Fairs & Similar Events
- The festival-power article. 525.20 covers wiring methods; 525.21 covers means of disconnect; 525.23 covers GFCI for personnel (with the inverter-driven motor exception in 525.23(B)); 525.31 covers ride wiring (not our scope).
- Article 530 — Motion Picture & Television Studios
- The film and broadcast article. Covers permanent and portable equipment for production. We cite 530.18 (wiring for portable equipment) and 530.21 (overcurrent protection of stage cables) most often.
- Article 590 — Temporary Installations
- General temporary-installation article (NEC 525 is the festival subset). 590.4 covers general requirements; 590.6 covers GFCI on temporary cord-and-plug-connected equipment; 590.7 covers protection of conductors.
- Article 647 — Sensitive Electronic Equipment
- Separately derived isolated systems for sensitive electronic equipment. Section 647.4 covers system characteristics (less than 0.5 V between neutral and ground), 647.6 grounding electrode system, 647.7 wiring methods.
NFPA 70E — Electrical Safety in the Workplace
Governs personal protective equipment (PPE) for electrical work, particularly arc-flash hazard analysis. We use the 2024 edition. PPE selection follows the arc-flash label at the panel; our standing PPE is Category 2 for distros up to 400 A at 208 V, and Category 3/4 for 480 V switchgear work. Every member of the shop carries a PPE bag (FR shirt, FR pants, balaclava, hard hat, gloves, safety glasses) on the truck for every call.[2]
NFPA 70B — Recommended Practice for Electrical Equipment Maintenance
Maintenance practices for installed electrical equipment. We follow 70B for the daily Megger cycle on festival temp service installations (NEC 525 work). The standard covers insulation testing frequency, infrared scanning, and end-of-life decisions for cable and switchgear.
NFPA 110 — Standard for Emergency & Standby Power Systems
Governs emergency and standby power systems — relevant for our generator-paralleling work (P-03) when a set is configured as backup to a utility tie. The classification system (Type 10, Type 60, Type 120) determines required transfer time to full load. We work Type 10 (10-second cold-start) for life-safety systems and Type 60 (60-second) for general standby.
OSHA — Occupational Safety and Health Administration
- 29 CFR 1926 Subpart K — Electrical (Construction)
- The construction-site electrical safety standard. Governs temporary wiring on construction sites and, by extension, festival and event installations that meet the construction-site definition. 1926.405 covers wiring methods and components; 1926.416 covers general safety requirements; 1926.417 covers lockout-tagout.
- 29 CFR 1910.269 — Electric Power Generation, Transmission & Distribution
- Governs work on electric utility systems. We cite it when our work intersects with the venue’s utility service entrance — typically a tie-in at a 1,200 A switchgear room where the next panel upstream is on the utility side of the meter.
- 29 CFR 1910.147 — Control of Hazardous Energy (Lockout-Tagout)
- The lockout-tagout standard. We apply it to every motor circuit at every pick during P-04 (stage-rigging electrical) work. Lock and tag at every interruption; sign-off in the rigging log; key in the LOTO bag at strike.
- 29 CFR 1926.305 — Jacks (Lever & Ratchet, Powered)
- Governs powered lifting devices — chain hoists, screw jacks. We carry the standard on the truck for the times we’re asked to power a CM Lodestar in a configuration that isn’t entirely conventional (e.g., a rigging hoist used as a quasi-platform-lift).
ETCP — Entertainment Technician Certification Program
ETCP is the only certification body the trade recognizes for entertainment-electrical and rigging work. Three certifications exist: Rigger-Arena, Rigger-Theatre, and Entertainment Electrician. Cards are issued by ESTA (the Entertainment Services and Technology Association) after a written examination and a documented work history. Cards expire every 5 years and require continuing-education credits for renewal.
We carry three Entertainment Electrician cards (R. Driskill, EE-15022; M. Okonkwo-St.Clair, EE-22148; E. Singh-Hartley, EE-31742) and two Rigger-Arena cards (Okonkwo-St.Clair, RA-08661; H. Polites, RA-19044). All card numbers verifiable at the ETCP card-holder lookup.
ANSI — American National Standards Institute (via ESTA)
- ANSI E1.19 (2006/R2018) — Class A Electrical Power Equipment
- Recommended practice for the use of Class A electrical power equipment in theatrical and other live performance environments. The standard distinguishes Class A (specifically designed for entertainment) from general electrical equipment. We work Class A on every distro build (P-02); the standard maps to UL 1640.
- ANSI E1.6-2 (2016) — Powered Rigging Systems
- Recommended practice for powered rigging systems. Covers chain motors, screw drives, and similar devices used in entertainment rigging. We cite 6.5.3 specifically for separation of electrical conductors from rigging-load-bearing members during P-04 work.
- ANSI E1.21 (2013/R2020) — Temporary Ground-Supported Outdoor Structures
- Standard for outdoor stage structures. Relevant for P-06 festival work when we’re tying into a structure that was built under E1.21 — the standard contemplates electrical bonding and grounding of the stage frame.
IEEE — Institute of Electrical and Electronics Engineers
- IEEE 142 — Recommended Practice for Grounding (Green Book)
- The grounding bible. We reference it for separately-derived-system bonding (P-03 generator paralleling) and for isolated-tech-power grounding (P-05 broadcast remote).
- IEEE 1100 — Powering & Grounding Electronic Equipment (Emerald Book)
- The sensitive-electronics counterpart to the Green Book. Defines isolated-ground systems, single-point grounding, and audio-grade reference architectures. Standard reference for P-05 broadcast remote work.
- IEEE 1547 — Interconnecting Distributed Resources with Electric Power Systems
- Governs interconnection of distributed generation with the utility grid. Relevant if we ever back-feed a venue's utility service from our paralleled gen bank (which we have not yet done, but which is contemplated for one ongoing-discussion job at MCC).
UL Listings cited in the issue
- UL 1640 — Portable Power Distribution Equipment
- The listing standard for portable distros. Every Motion Labs PD-series unit and every Lex BNCB unit we rent or build is UL 1640 listed.
- UL 1449 — Surge Protective Devices
- The listing standard for TVSS modules. We use UL 1449 4th-edition Type 1 SPDs on every broadcast remote (P-05) tie-in.
- UL 1977 — Component Connectors for Use in Data, Signal, Control & Power Applications
- The listing standard for Series E Cam-Lok single-pole connectors.
- UL 869A — Reference Standard for Service Equipment
- Reference for service equipment we tie into at venues with permanent service entrances.
Local Authority Having Jurisdiction (AHJ)
Metro Nashville’s AHJ is the Metro Codes & Building Safety Department, which adopted NEC 2023 with the local amendments published in the January 2024 bulletin. The bulletin is the document inspectors carry; we keep a copy in the truck binder and on the shelf at the bay door. Inspectors we work with regularly include Maria Castile (downtown / Riverfront), Mark Hutchens (TPAC area), and Linda Cho (East Bank including our bay).
Outside Nashville we work the following AHJs regularly: Shelby County (Memphis) Department of Code Enforcement; Knox County (Knoxville) Codes Administration; Hamilton County (Chattanooga) Codes & Building Inspection; Williamson County (Brentwood/Franklin) Codes Department; the City of Memphis Department of Public Works for South Main Street Festival.
State of Tennessee — credentials & licensing
The shop carries a Tennessee Board for Licensing Contractors classification BE-MET (limited licensed electrician, metering equipment), license number 65114-A. Individual contractors carry TN State Limited Licensed Electrician (LLE) credentials. Renewal is biennial; current expirations on file at the bay binder.
